    WBBPE Biometric Attendance Mandatory: The West Bengal Board of Primary Education (WBBPE) has issued an important directive making biometric attendance systems compulsory for all D.El.Ed (Diploma in Elementary Education) institutes across the state. The move aims to improve transparency, ensure regular attendance, and strengthen the quality of teacher education.

    NOTICE – (Regarding the implementation a Bio-Metric attendance system for students, teachers, including non-teaching staff of D. El. Ed. Institutes recognized by NCTE and affiliated to WBBPE).

    According to the official notice issued by WBBPE (Memo No. 65/WBBPE/DELED/2026/88P-03/2025 dated 18/03/2026), the directive follows earlier guidelines issued by:

    • National Council for Teacher Education (NCTE)
    • State Council of Educational Research and Training (SCERT), West Bengal

    The notice clearly states that biometric attendance is essential to maintain proper academic discipline and monitoring in teacher education institutions.

    Why Biometric Attendance is Introduced

    The decision is based on long-standing concerns regarding:

    • Irregular attendance of students and faculty
    • Lack of proper monitoring in private teacher training institutes
    • Need for improved quality and accountability in teacher education

    NCTE had earlier issued a directive in July 2019 recommending biometric systems across all teacher education institutions in India.

    Institutions Covered

    This order specifically applies to:

    • All self-financed private D.El.Ed colleges
    • Institutes recognized by NCTE
    • Institutes affiliated with WBBPE

    Government institutions were already instructed earlier through SCERT orders.

    What Institutes Must Do

    WBBPE has laid down clear instructions:

    1. Install Biometric Systems

    All institutes must install biometric devices within 30 days to record attendance of:

    • Teaching faculty
    • Students (teacher trainees)
    • Non-teaching staff

    2. Publish Attendance Online

    • Attendance data must be uploaded on the institute’s official website
    • Updates should be done weekly
    • This allows authorities to monitor compliance regularly

    3. Ensure Strict Compliance

    Failure to follow these rules may lead to:

    • Action under Section 17 of the NCTE Act, 1993
    • Possible withdrawal of recognition

    Strict Warning from WBBPE

    The board has clearly warned that any violation of the directive will not be taken lightly. Institutes failing to implement biometric systems may face serious regulatory action, including losing their affiliation.
