How to File an Appeal
The notification clearly outlines two modes for filing appeals (Page 3):
1. Online Mode
- Through the official ECI platform: https://ecinet.eci.gov.in
2. Offline Mode
- Submit physically at the office of DM/SDM/SDO
- Authorities will digitize and upload the appeal to the ECI system

Immediate Implementation
The ECI has stated that:
- The notification comes into immediate effect
- Tribunals will function only until all appeals are resolved
